Forms of Payment

Rent and other charges can be paid using any of the following forms of payment:

  • Cashier’s Check
  • Debit Card
  • Visa
  • MasterCard
  • Discover
  • American Express
  • Personal Check
  • Money Order

Automatic Payments

Sign up to have your monthly rent payment automatically charged to your debit, Visa, MasterCard, American Express or Discover card.  The charge will equal the amount on your rent statement for that month and will include rent plus any excess utilities, work order fees, or other charges.  Payment will be automatically charged on the 4th working day of each month.

To sign up for automatic payment, please come to the HAO office with the card to be charged and your driver’s license.

If a card transaction is denied due to insufficient funds, all future payments will be required to be made with cashier’s check or money order.  A late fee will be assessed if full payment is not received prior to the end of business on the 5th working day of the month.  Additionally, any fees assessed to the Housing Authority for a returned card transaction will be passed along to the tenant.

Free Cashier Checks

The Housing Authority of Owensboro has partnered with Independence Bank to offer one (1) free cashier’s check (made out to the Housing Authority) to our tenants.  Independence Bank will waive the fee normally associated with cashier’s checks.

The following apply:

  • Only offered at the Independence Square branch at 2425 Frederica Street (across from Walgreens).  Also, it’s only offered inside. Those with a handicap permit are excepted and may use the drive-through window.
  • Check must be made out to the Housing Authority.
  • Must pay with cash (no checks, cards, or money orders).

Can payment be made with a Debit Card? Yes
Do I have to have an email address? Yes.  An email address is required to register online.
Are partial payments accepted? No, only the full amount will be accepted.
Are service/convenience fees charged? No
Will I receive a receipt for my payment? Yes, an email will be sent to the address you provided in your registration.
When will my payment be applied? The payment will be charged to your card immediately and will be applied to your HAO account the next business day.
How do I get a refund? If you believe you are entitled to a refund, you will need to contact the HAO office to initiate a claim.
